DESCRIPTION
Water and sewer services are provided in the Village of Loch Lloyd by the Northwest Cass County Water Resource District (NWCCWRD), which is a standalone entity. It is a sub-political division of the State of Missouri authorized in 1998 by the Cass County Circuit Court. The District’s mission is to provide water supply, wastewater disposal, and water resource management to its customers in a safe, reliable, environmentally sensitive and financially responsible manner. This is unlike many cities where these services are provided by the Municipal Government. The District’s responsibility is to operate, maintain, improve and replace these facilities as required. Water supply to the Village is delivered through two primary sources – one connection is with Kansas City Water located near the North security gate off Kenneth Rd and another connection with the City of Belton located near the South security gate off Holmes. The Belton supply receives its water from KC Water and redistributes it to the District via the city’s water reservoirs, pump stations and water mains. The District also has a connection with the Public Water Supply District #2 of Cass County for emergency purposes. Water is distributed to the Village of Loch Lloyd (Cass County connections) through the District’s owned facilities. Water Service to Loch Lloyd connections in Kansas is provided by WaterOne. Water Service to Loch Lloyd connections in Jackson County, Missouri is provided by KC Water.
The District owns and operates the sewer gathering system in the Village and operates two lift stations and a force main that transports sewage to a processing facility operated by Johnson County Wastewater located north and west of the Village. The sewer system serves all connections within Loch Lloyd including those connections located in Johnson County, KS and Jackson County, MO.
The District has no employees. All maintenance and engineering work is performed by contractors supervised by the General Manager and approved by the Board of Commissioners. The overall management of the water and sewer system is performed by the General Manager, also a contractor chosen by the Board of Commissioners.
The sewer system is low pressure versus gravity. Each home is equipped with a grinder pump that injects sewage into the system and places it under low pressure forcing it forward to our lift facility. This device is owned by the homeowner who is responsible for maintenance.
CUSTOMER RESPONSIBILITIES AND IN-HOME PLUMBING
Customer service is provided by a contractor. This includes applications for new service, billing, and change of ownership. Emergency problems outside normal business hours can be reported to our General Manager, Dr. Heath Rose who is a resident of the Village.
RATES
Rates are reviewed in April of each year to establish any changes required to operate the district at break even while maintaining adequate reserves for repairs, capital improvement and replacement projects.
Water rates are based on metered usage. The Average Winter Water Usage method based on December, January, and February water consumption each year is used to determine the individual monthly sewer usage for the next 12 months starting with the April bill. There is a minimum monthly sewer bill for the first 5,000 gallons.

Customer Service charges, Capital Reserve charges and the Sewer minimum volume charge are due monthly regardless of consumption. For example, if a customer moves and disconnects service and the house is vacant, the owner is still billed for these charges until the property is sold and the new owner is responsible for the charges. QUALITY OF WATER REPORT
The District collects at least two water samples per month as required by MO DNR to ensure our water meets all state and federal drinking water safety requirements. The District’s water customers are fortunate to have water supply originating from one of the nation’s top-ranked water producers, Kansas City Water. The Kansas City Water Plant draws water from the Missouri River and two deep well aquifers and is processed through their water treatment plant to meet water quality standards.

REQUIRED ANNUAL BACKFLOW INSPECTION
All irrigation, fire sprinkler systems and swimming pools are required to have a backflow device to prevent contamination of the water system. By law, these devices must be inspected annually by a licensed inspector who is required to send a report of the inspection to the District.

Inspectors should pick up forms from a special clearly marked box next to the tennis court driveway. That form is to be used following the instructions relative to Loch Lloyd. Completed forms must be returned to the same box on the day of completion.

The District will send letters to customers notifying them when a backflow test must be completed and submitted. If the District has not received a certified test result by the due date, the customer will receive a reminder letter giving them an additional 14 days to submit the certified test report.
If a test report is still not received in time and the customer has not contacted the District to make test arrangements, their water service will be turned off. A $95 turn-off fee will be charged to the account. Service will not be restored until a Missouri state certified tester has called the District with the date the test will be performed (or a current test report is provided to the District). A $95 turn-on fee will be charged to the account. The test must be submitted within seven days of water being turned back on or the water service will be disconnected again, and another $190 turn-on/turn-off fee will be added to the water account.
DISTRICT COMMISSIONERS
The NWCCWRD is governed by five elected commissioners who live in the District. Their staggered term of office is 5 years resulting in one vacancy per year because of expiring terms. Elections for new Board members are held the first Tuesday in April. Vacancies from other events are filled by appointment of the Board of Commissioners until the next election date.

The billing contractor provides invoices by mail or electronically according to the customer’s choice. We also offer bank draft payment. Credit cards are not accepted.

DISTRICT COMMISSIONER’S MEETINGS
Commissioners meet the third Wednesday of the month in the Loch Lloyd Country Club Conference room. Meeting Agenda Notices are posted on the Clubhouse door at least 24 hours in advance. Meetings are open to the public except those as provided by the Missouri Sunshine Law.
