The Village has contracted GBA, a local engineering firm, to provide building inspection services. They are responsible for seeing that all plans are reviewed and approved and that all construction in the Village is completed in accordance with the International Building Codes and the Village Ordinances. The Village Ordinances are based on the 2018 version of the International Building Code, International Residential Code, International Swimming Pool and Spa Code, and the 2017 National Electrical Code. Based on examination of plans, the cost of the building permit will be determined based on information determined by the Board of Trustees.

BUILDING PERMITTING PROCESS
The Building Permit Authority issues all building permits for new construction as well as for secondary or additional construction on the building lot. The following attempts to layout the process; first for new building construction and the second, the process for additional construction not part of the approved house plans.
Builders / Owners must submit complete site plan and elevation drawings, both sealed by licensed architect or engineer from Missouri. This document will not go into the details required for DRC approval but instead will cover the Building Permit Issuance Process.

BUILDING PERMIT FOR NEW HOME CONSTRUCTION ON A PLATTED LOT
(1) After the Design Review Committee, DRC, has received plans from the Builder/Owner, and has approved them, the DRC representative sends the approved plans to the Building Inspector.
(2) The Building Inspector reviews the plans making notes pertinent to building codes and local ordinances. The Building Inspector then calculates the permit cost using metrics that may change over time but include main living areas, basements, garages, pools, lanais and other structures not mentioned here. A spreadsheet lays out the calculations and other fees associated with the permitting process that include NWCCWRD, Northwest Cass County Water Resource District water and sewer taps and administrative fees in addition to the square footage costs.
(3) The Building Inspector then sends the calculation spreadsheet to the Building Permit Authority including Builder / Owner, contact information. And the Building Inspector gives the notated, stamped plans back to the DRC so the Builder/Owner may pick them up when they receive their Building Permit.
(4) The Building Permit Authority prepares the Permit Application document and the Building Permit that must be posted in a conspicuous location on the building lot, during construction. Permit Authority then send the Calculation spreadsheet, the Permit Application and the Permit Sheet to the Builder/Owner via email. The Building Permit Authority also copies the Village Trustee, the DRC Representative and the Village Inspector.
(5) The email contains instructions on preparation of two checks required for the Permitting Process. One check will be payable to the NWCCWRD and the other check will be payable to The Village of Loch Lloyd. Amounts will vary based on individual circumstances.
(6) The Builder/Owner will be instructed to contact the DRC representative via phone or email to arrange a meeting in which the Builder/Owner brings the two checks and exchanges them for the approved building plans. The Builder/Owner will be instructed to print and sign their name on the Permit Application. The DRC Representative will make copies of all three permit documents and keep the originals giving copies to the Builder/Owner along with the approved building plans.
(7) The Builder/Owner, will be instructed to post the Permit Document with 2” tall permit number, in a waterproof enclosure for the duration of the project, in a place clearly visible from the street.
(8) Once the transaction is complete and the permit is issued to the Builder/Owner, the DRC Representative will contact the Village Trustee so that person may pick up the checks and three permit documents.
(9) The Building Permit Authority then notifies the Loch Lloyd, HOA security, the Loch Lloyd HOA, Onsite Manager, the DRC Representative, the Village Trustee and Building Inspector via email, that the permit has been issued. This same information is sent to Cass County. A spreadsheet has been created that contains all permits, new and additional construction from the impetus of Loch Lloyd as a class four city to present date. This spreadsheet will be shared with the entities above from time to time or as requested.
BUILDING PERMIT FOR ADDITIONAL CONSTRUCTION ON AN EXISTING HOME
(1) After the Homes Association Architectural Review Committee, ARC, has received plans from the Builder/Owner, and has approved them, the ARC representative sends the approved plans to the Building Inspector.
(2) The Building Inspector reviews the plans, making notes pertinent to building codes and local ordinances. The Building Inspector then calculates the permit cost using metrics that may change over time but include main living areas, basements, garages, pools, lanais and other structures not mentioned here. A spreadsheet lays out the calculations and other fees associated with the permitting process that may include NWCCWRD (Northwest Cass County Water Resource District) water and sewer taps and administrative fees in addition to the square footage costs.

The Builder/Owner will be instructed by the Permit Authority to contact the Village Trustee to arrange payment for the building permit. Builder/Owner will print and sign their name on the permit application. The Village Trustee will require the three original documents and provide copies for the Builder/Owner.
(7) The Builder/Owner, will be instructed to post the Permit Document, with 2” tall permit number, in a waterproof enclosure for the duration of the project, in a place clearly visible from the street.
(8) Once the transaction is complete and the permit is issued to the Builder/Owner, the ARC Village Trustee will notify the Building Permit Authority.
(9) The Building Permit Authority then notifies the Loch Lloyd, HOA security, the Loch Lloyd HOA, Onsite Manager, the DRC Representative, the Village Trustee and Building Inspector via email, that the permit has been issued. This same information is sent to Cass County. A spreadsheet has been created that contains all permits, new and additional construction from the creation of Loch Lloyd as a legal municipality to present date. This spreadsheet will be shared with the entities above from time to time or as requested.
